American and other regional sites are unavailable the conventional way and Netflix will redirect every attempt by a Mexican-based IP to access another regional site to https://www.netflix.com/mx-en.

Netflix uses geo-location and redirects users based on their IP address. For example, if you had an account registered in Mexico and went to the United States, you’d only be able to reach American Netflix. Mexican Netflix would be off limits.
